Abstract

Consider a statistical model of transient polarization of the dielectric by theory Langevin Debye and works Mayer Meyer. To get formulas for polarization substance, expression of the dielectric constant and refractive index. A variant of the model with the restriction of the rotational mobility of the kinetic units of the dipole environment and modification of these formulas is found for this case.
